I'll be darned. This is the second largest lake in Harris County, and canoeing has been prohibited since it's creation. I tried paddling it once several years ago, and the park ranger saw me unloading my boat and came over and ran me off. Since then, I've attended numerous nature presentations at the park, and I've brought up the subject of canoeing several times with the site manager, Bobby. He was always supportive, but had to fight bureaucracy over the idea. So I'm glad to see that this is finally going to happen!
