Toledo Bend Whitewater

To Whom It May Concern:
 
The consistent drought conditions have resulted in a historic change in the way the Toledo Bend Spillway is operated. The reservoir is too low to support generation through the dam. In order to meet downstream flow requirements, the Sabine River Authority has to release water from the spillway. They currently have one gate open 6 inches, resulting in a flow of approximately 600cfs.

For the first time, people are getting to see the true potential of this site. Situated on the border of Texas and Louisiana, the Toledo Bend Project is one of the most consistent whitewater locations in the south. The project is currently in the relicensing process, so we have an opportunity to push for recreational releases to be included in their license. With increased flow rates, the project would become a recreational asset for the people of Texas and Louisiana.
 
The site would be the perfect location for canoe, kayak, and swiftwater rescue instructors to teach their classes. It would create a new whitewater market for paddlesport retailers across both states. It would also provide a constant stream of business for local outfitters providing services, such as tube and canoe rentals. Plus, it would bring in consumers, creating revenue for the local businesses.

   

 
 

American Whitewater recently submitted a letter (attached) to FERC requesting recreational flows, access for paddlers, and accurate flow information. This is a huge boost to our efforts, but we still need to do everything we can to help. At this point, that means submitting letters and comments on the FERC web site. AW suggested that we emphasize the following points: flows, access, and flow information. They also said to make sure you reference the project number (P-2305).
